You need to start service to establish your "own" NEW account before trying to "register" for online access
If you are setting up utilities and it asks you for an account number you are in the wrong area.

FIRST you must set up service in YOUR own name and get your own NEW account number.
Once you have your OWN account number you can then sign up for online access to your account.
